Alleged N300m HOSTCOM Fraud: EFCC Interrogates Sunny Enujeke, Former Aide to Okowa

**As Delta HOSTCOM Chairman suspended indefinitely

The Economic and Financial Crimes Commission (EFCC) is interrogating Mr. Sunny Ndidi Enujeke, a former aide to ex-Delta State Governor Ifeanyi Okowa, over allegations of misappropriating and embezzling Three Hundred Million Naira (₦300,000,000.00).

The funds were allocated for a capacity-building and training program intended for indigenes of oil and gas-producing communities in Delta State. Between September and November 2024, the Delta State Oil Producing Areas Development Commission (DESOPADEC) disbursed the money to Enujeke in his capacity as the state chairman of the Oil and Gas Host Communities (HOSTCOM).

Instead of utilizing the funds as intended, Enujeke allegedly diverted them for personal use, including constructing a private duplex in the Udu area and sharing portions with associates. This led to discontent among some HOSTCOM members, prompting them to file a petition with the EFCC on January 9, 2025, calling for an investigation.

Following the petition, the EFCC summoned Enujeke and his associates for questioning. On April 3, 2025, he appeared before the agency at its Port Harcourt office, where he remains in custody as investigations continue.

In response to the scandal, the Delta State Chapter of HOSTCOM has indefinitely suspended Mr. Enujeke over allegations of financial mismanagement. This decision was conveyed in a petition dated April 2, 2025, addressed to the National President of HOSTCOM, Dr. Benjamin Taraumiebi Style.

The petition accuses Enujeke of running the association without transparency and accountability, in violation of the HOSTCOM Constitution. It states, “Mr. Sunny Ndidi Enujeke has been running the association like his personal property. He has not been transparent or accountable to the people he was serving, in flagrant violation of the HOSTCOM Constitution of 2010 (as amended in 2018).”

Further controversy surrounds an N525 million allocation approved by the Delta State Government for HOSTCOM. The petition alleges that Enujeke falsely declared the total amount as N375 million instead of N525 million. The funds included N100 million for human capacity building, N200 million for vehicle procurement, and N75 million for secretariat renovations. Despite receiving N300 million from DESOPADEC, Enujeke has allegedly failed to properly account for its expenditure.

The petition cites a December 3, 2024, meeting where DESOPADEC Chairman Chief John Nani reportedly informed HOSTCOM members that the commission had disbursed N300 million so far and had earmarked a total of N525 million for the organization. However, it is alleged that Enujeke misrepresented the figures and diverted funds into personal accounts rather than applying them toward the intended projects.

It further claims that only about N40 million of the N100 million designated for human capacity development was spent on HOSTCOM initiatives, while the remaining N60 million remains unaccounted for. Additionally, Enujeke is accused of using the organization’s account for unauthorized transactions and failing to account for a monthly impress of N500,000 from DESOPADEC since September 2022, totaling approximately N13 million.

As a result, HOSTCOM has suspended Enujeke indefinitely and appointed the Vice Chairman as Acting Chairman. The petition states, “As provided by the extant provisions of the HOSTCOM Constitution, Mr. Sunny Ndidi Enujeke has been suspended indefinitely, while the Vice Chairman is sworn in as the Acting Chairman of HOSTCOM Delta State Chapter.”

HOSTCOM leadership has formally requested that all dealings with Enujeke as chairman cease immediately and has urged the National President to intervene to restore order within the organization. Meanwhile, Enujeke remains under investigation by the EFCC and other anti-graft agencies, with the possibility of facing legal action if found guilty of financial misconduct.
