El-Rufai informs Buhari that terrorists are setting up a “alternative” government in Kaduna.

Governor Nasir El-Rufai has informed President Muhammadu Buhari that terrorists are establishing a parallel administration in Kaduna State.

He claimed that terrorists had infiltrated, ruled, and established “a parallel ruling authority” in a report to the president in July.

He claims that they are now in charge of social and economic activity and even administer justice where they have control.

El-confidante Rufai’s acknowledged that the governor emailed the President about the matter.

The governor said, using a “series of intelligence assessments,” that the terrorists have advanced in their efforts to establish Kaduna woodland regions as their “permanent operational base” for the North-West region.

The Federal Government reported nearly 1,000 convictions for terrorism-related court cases in the previous 18 months yesterday, as well.

Alhaji Modu (also known as Bem Bem), a senior commander of the Islamic State of West African Province (ISWAP), and 50 other terrorists were killed, according to the Defence Headquarters (DHQ).

“Observed movement patterns and intercepted communications of migrating terrorists have showed a clear interest in setting up a base, with the expanses of forest area between Kaduna and Niger states actively studied,” El-Rufai stated in the document.

He claimed that the terrorists had passed a legislation prohibiting citizens from voting in the elections scheduled for the next year.

Before the elections in 2023, the insurgents passed a legislation in the District outlawing all political activity and campaigning, particularly in the villages of Madobiya and Kazage.

“According to actionable intelligence, two yet-to-be-identified female Kuyello village inhabitants were recently married by members of the Jama’atu Ansarul Musulmina Fi’biladis Sudan (aka Ansaru) who are currently hibernating in the Kuyello region of Birnin Gwari LGA.

The ritual was watched by locals and attended by a variety of Ansaru members. Following the marriage ceremony, the brides were reportedly taken to the infamous Kuduru jungle in the same District by militants present.

According to El-Rufai, the terrorists “fined one Mu’azu Ibrahim, a resident of the Kuyello village, the sum of One Million Naira for selling parcels of land without the owners’ approval.

There are numerous accounts of terrorists and bandits demanding protection fees and other such payments from farmers and towns in exchange for permission to work their land.
