The Independent Corrupt Practices and Other Related Offences Commission (ICPC) is currently investigating the former Vice Chairman of Apapa Local Government, Hon. Kelvin Oluwaseun Gabriel over the alleged falsification of the 2008 National Examination Council (NECO) certificate.

This is sequel to a petition written to the anti-graft agency by the Secretary General of the Integrity and Good Governance Nigeria, (IGGN) Dr. Chima Chibuike.

The petition stated that Community High School, Araromi Rubber Estate, Araromi Odigbo, Ondo State in a reply to an enquiry stated that it did not organize any NECO examination for any external candidate in November 2008. It also stated that the school did not have any centre and did not conduct any examination in 2008 as claimed by Hon. Gabriel.

IGGN wanted the former chairman to return all the monies received as salaries, entitlement and allowances from 2017 to 2021 while in office as the Vice Chairman of the council.

Hon Kelvin was dropped as the Apapa Local Government chairmanship candidate of the All Progressives Congress on account of the fake certificates he presented for the last local government elections in the state.

The petition read in part

`Following the report reaching us, the bearer, HON KELVIN OLUWASEUN GABRIEL, former Vice Chairman, Apapa Local Government Council 2017-2021 and APC Apapa Chairmanship candidate who was dropped on the basis of the falsification of NECO certificate, 2008 is purported to have falsified the National Examination Council certificate for the year 2008.

“The report further have it on good note that the school stated in its reply to an enquiry via Community High School, Araromi Rubber Estate, Araromi Odigbo, Ondo State that the school did not organize any NECO examination for any external candidate in November 2008. It also stated that the school did not have any centre and did not conduct any examination in 2008. The school therefore disassociates herself from any fraudulent practices as signed by Oyetayo T.O (Mrs) Vice Principal (Academics) signed 16-6-2021.’

“It therefore behoves on the bearer, Hon. Kelvin O. Gabriel, former Vice Chairman of Apapa Local Government Council` to be prosecuted with all the evidence at our disposal and to refund all the monies received as salaries, entitlement and allowances from 2017-2021 while in office as chairman of the council”.
