On Wednesday, June 12, 2025, the leadership and beneficiaries of the Presidential Amnesty Programme Phase 2 held a peaceful solidarity rally to commemorate Nigeria’s Democracy Day. The event, led by the National Chairman of the Presidential Amnesty Programme Phase 2, was organized to celebrate the resilience of Nigeria’s democracy and to express support for President Bola Ahmed Tinubu’s administration.
The rally, described as both peaceful and symbolic, brought together ex-agitators and other stakeholders from across the Niger Delta region. Participants used the occasion to highlight the progress achieved under the current administration and the positive impacts of recent leadership appointments on the region’s development.

In his address during the rally, the National Chairman commended President Tinubu for what he termed “committed, progressive, and inclusive leadership.” He stated that the President’s efforts in strengthening democratic institutions and delivering on his Renewed Hope Agenda are being felt across Nigeria, with tangible progress especially visible in the Niger Delta.
The chairman further acknowledged President Tinubu for appointing key Niger Delta leaders to strategic national development positions. These appointments, he said, have contributed significantly to peacebuilding, youth empowerment, and development initiatives in the region.
Particular praise was directed at Dr. Dennis Burutu Otuaro, the Administrator of the Presidential Amnesty Programme. The chairman lauded Dr. Otuaro for his transparent leadership and for bringing new energy and direction to the programme.
According to him, Dr. Otuaro’s tenure has ushered in a renewed sense of hope among former agitators, with increased emphasis on peace, skill acquisition, and reintegration into society.
Also recognized was Dr. Samuel Ogbuku, the Managing Director of the Niger Delta Development Commission (NDDC). The chairman applauded Dr. Ogbuku’s efforts in driving sustainable development through infrastructure projects, improvements in healthcare and education, and grassroots engagement across the region. He noted that under Dr. Ogbuku’s leadership, the NDDC has made strides in addressing long-standing development challenges and promoting inclusive growth.
The chairman emphasized that the collaboration between the Presidential Amnesty Programme and the NDDC has brought about meaningful change. He described both Dr. Otuaro and Dr. Ogbuku as “ambassadors of peace and progress,” crediting their synergy for the growing stability and visible transformation in the Niger Delta.

As part of the rally’s message, the Phase 2 leadership reaffirmed its commitment to peace, dialogue, and sustainable development in the region. They pledged continued support for the Tinubu administration and its policies aimed at national unity and economic growth.
The chairman concluded his remarks with a call for all Niger Delta stakeholders to work together in promoting lasting peace and development. He stressed the importance of building a future rooted in inclusiveness and opportunity for all citizens.
The Democracy Day rally served not only as a celebration of Nigeria’s democratic journey but also as a platform for reaffirming the Niger Delta’s role in national development and the ongoing efforts to ensure a stable, prosperous, and united country.
