The National Chairman of the Presidential Amnesty Programme (PAP) Phase 2, Hon. Ibena Salvation Rufus, has conveyed warm birthday felicitations to Chief (Dr.) Dennis Burutu Otuaro, the Administrator of the Presidential Amnesty Programme.
