The emergency NEC meeting will be scheduled at today’s APC NWC meeting

The All Progressives Congress (APC) National Working Committee will meet today to decide on a date for an emergency meeting of the National Executive Committee (NEC), which will take place after the NEC, the party’s highest-ranking decision-making body, has delegated its authority to the NWC for a 90-day period.

The NEC, the party’s highest decision-making body, resolved to transfer its power to the NWC for a three-month period at its 11th meeting, which was held on April 20 in Abuja. The period of time of 90 days ended on July 22, 2022.

A party insider revealed that the ruling party may call an urgent NEC meeting before the start of the presidential campaign in order to accomplish this.

The authority of the NEC was transferred to the NWC as a result of a motion made by Dr. Ahmad Lawan, President of the Senate, and Hon. Femi Gbajabiamila, Speaker of the House of Representatives.

Lawan’s proposal requests that the NWC take over the NEC’s jurisdiction for the “time being,” which might refer to an indefinite period of time. Governor Nasir el-Rufai altered the motion by suggesting that the NWC use the NEC’s power for 90 days.

El-amendment After Lawan’s motion was altered, Rufai’s accorded the NWC the authority given to the NEC under Article 13(3)(ii)(iii)(iv)(v) and (vi) for a period of 90 days. The NWC now has the power to carry out all of the responsibilities placed on the NEC by Article 13.3(ii) of the APC Constitution as a result of the transfer of authority.

The NEC made the decision as a result that “the NWC, in the interim period, will also exercise the NEC’s powers as enshrined in Article 13, 3(v) of the APC constitution by exercising control over and taking disciplinary actions on all organs, officers, and party members and determining appeals brought before it by any member or organ of the party.”

The NWC was also given the authority to create, elect, and appoint any committee it may deem necessary, desirable, or expedient and to delegate to it such powers and functions as it may deem fit and proper in accordance with the authority granted to the NEC in Article 13.3(v) of the APC Constitution.

However, following the 90-day period, the NWC was no longer permitted to act on the party’s behalf without the NEC’s approval.

The three-month power transfer period concluded on July 22, 2022, and the NWC has been prohibited from acting on the party’s behalf since that day without the NEC’s approval. Some NWC members are advocating for a quick NEC meeting in light of this constitutional reality.

“Tomorrow’s (Wednesday’s) weekly NWC will have to discuss the development in order to choose a date for an emergency NEC meeting before the start of the presidential campaign, which is scheduled to begin on September 28, 2022,” the source continued.
